New regulation of historical vehicles
The new regulation on historical vehicles adopted on 10 September by the Council of Ministers was a very long-awaited text, as the current regulation had been in force for almost 30 years since 1995.

1. Historical vehicles
Those who have a at least 30 years old. There must be no longer produced its specific type and be in its original statel, without having been subjected to any fundamental change in its main characteristics or components. 2. Low-emission area mobility (ZBE)
The new regulations on historical vehicles ensures mobility even in low-emission areas. 3. Classification of historical vehicles
Two major groups are established:
- Group A. Original vehicles that legally circulate with their existing ITV. They can, through a simple procedure, get the change of service to the Historical Vehicle, keeping their registration.
- Group B. Imported vehicles, without documentation, with unauthorised modifications etc. With a much simpler procedure, it is equal to the most advanced in Europe and the mobility and protection of the cultural heritage that this vehicle park represents is guaranteed.
The process of classification as a historical vehicle will be made by providing a declaration responsible, 4 photos, TV per day and Movement Permission next to the Service Change fee payment. The new regulations on historical vehicles do not indicate that this can be done online, but they expect it from FEVA.
When the ITV is in force, it must be passed on to an ITV station and the new periodicity provided for in the regulation shall apply.
4. ITV
The new regulations on historical vehicles also clearly benefit the time of ITV inspections:
- Motorcycles: TV every 4 years. The cyclomotors shall be free from passing the ITV and may install Sidecar.
- Over 60 years old. Without passing the TV, it is recommended for safety reasons that it be passed on a voluntary basis.
5. Specific rules of movement
The new regulation on historical vehicles provides for a speed limit of 80 km / h for historical vehicles which by design do not have safety belts in the front squares and which prohibits the use in interurban ways of children of height of 135cm or less in historical vehicles without safety belts or in which it is not possible to install child restraint systems.
In short, the new regulations on historical vehicles provide for much-needed regulations and also facilitate processes with respect to the current regulations. It will enter into force on 1 January 2024 and is a step forward in preventing Spanish regulatory treatment, which is unequal with that of other European countries, from encouraging the departure or loss of historical vehicles to other places outside Spanish territory.
